This training programme is aimed at successful candidates in the external or internal competitive examinations and those on the reserve list.
Initial training
Successful candidates in the external and internal examinations and anyone recruited via the reserve list are appointed as probationer hospital administration managers for a period of one year. They undergo 3 months of theoretical training and 3 months of practical training (download the planning 2010 - pdf, 16 kb).
The theoretical segment
- 5 one-week-long teaching units at the EHESP
- 4 two-week-long teaching units at one of the regional training centres dependent on the probationer’s ranking position and choice of centre (choice of 3 out of the 5 regional centres - pdf, 70 ko).

7. Management and public health (final sequence) Practical training includes a month long work placement at the establishment to which they have been assigned and 9 weeks training outside the employing institution.
Job adaptation training
Duration: 6 months
A personalised job adaptation training programme is organised within 3 years of being made permanent. The objective of this training is to develop and improve the professional skills of the hospital administration manager after he or she has already taken up their post.
It consists of a 3-month theoretical segment followed by a 3-month practical work placement suited to each person’s work situation.
Eligibility
Applicants must hold a degree or an equivalent diploma of at least level 2 standard.
- Nature and coefficient of examinations:
Pursuant to article 5 of order n°2011-1207 of 19 December 2001, amended by order n°2007-1187 of 3 August 2007, and the order of 20 December 2007, both examinations (external and internal) organised for the purposes of recruitment of hospital administration managers consist of qualifying and admission tests.
- Qualifying tests used for both internal and external examinations
1/ A choice of: :
a) An essay on the major political, economic and social problems of today (duration: four hours; coefficient 4);
b) Drafting a memo based on a file on the organisational and management problems in the health and social welfare area and possible solutions (duration: four hours; coefficient 4).
2/ A composition, chosen by the candidate before the close of registration, on one of the following subjects (duration: three hours; coefficient 3): public law; macroeconomics; public finances; social welfare legislation and social assistance; hospital law.
- Admissions tests used for both internal and external examinations
1/ An interview with the members of the selection committee consisting of, at the student’s choosing at the time of the examination, either a discussion on a subject or commentary on a text dealing with the health and social problems of contemporary society (duration: twenty minutes, with twenty minutes preparation time; coefficient 4);
2/ Questioning on one of the topics listed at 2 above, as chosen by the candidate before the close of registration, excluding the topic already chosen for the second written qualification examination (duration: fifteen minutes with fifteen minutes preparation time; coefficient 3);
3/ Optional exam. Candidates may elect to sit a secondary language examination consisting of reading and translation of a text as well as a conversation in one of the following eight foreign languages: English, German, Spanish, Italian, Portuguese, Russian, Arabic, Mandarin (duration: fifteen minutes; coefficient 1).
Candidates make their selection when registering for the examinations.
The subjects for the admission examinations are chosen at random by the candidates.

The job
The hospital administration manager, under the authority of the director of the institution, contributes to the administrative, financial, economic, health and social related decision-making process.
He may be entrusted with the following responsibilities:
- Admissions and user relations
- Management of human resources
- Management of public procurement
- Financial management
- Management control.
The hospital administration manager may also be required to run an office or department.
Hospital administration managers carry out their functions in the following types of institutions:
- Public health establishments and hospital groups,
- Public hospices,
- Public retirement homes,
- Public or quasi-public establishments for minors and physically or mentally disabled persons, excluding national bodies and reformatory schools,
- Public or quasi-public shelters and social rehabilitation centres,
- Nanterre healthcare and reception centre.
