The Human resources strategy for Researchers, also called “HRS4R”, aims to improve the practices of research institutions and funding organisations working in the field of research regarding the researchers’ recruitment and career. It is the subject of a label “HR Excellence in Research” granted by the European Commission to establishments engaged in this process.
This tool aims to implement the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (C&C) published in 2005, which gather 40 principles for researchers’ mobility and career, and make the European Research Area more attractive in terms of recruitment and working conditions for researchers worldwide.
All the 40 Charter & Code principles are grouped in four areas:
- Ethical principles and professional aspects,
- Recruitment,
- Working conditions and social security,
- Training.
The human resources strategy for Researchers at EHESP
In December 2017, EHESP obtained from the European Commission the “HR Excellence in Research” award for its European Resources Strategy for Researchers (HRS4R) implementation. It validates the commitment of the School in this process, the EHESP’s participation in the construction of the European Research Area and the quality of its human resources policy.

At the end of 2019, after two years of implementation, EHESP carried out a first internal review of its HRS4R strategy and adjusted the actions to be pursued over 2020-2022.

In early 2023, EHESP undertook a new internal assesment with a view to renewing the “HR excellence in research“ award. The scientific community was consulted to reexamine the school’s strong and weak points in order to adjust the actions to be pursued over the coming 3 years.
