This training course is intended for:
- the successful candidates of the internal and external competition exams organised by the Centre national de gestion (CNG);
- the successful candidates of the competition exam organised by French Defence Central Health Service (SSA);
- the successful candidates of the competition exam organised by French Polynesia.
The order of 29 September 2010 (pdf, 106 kb) gives the EHESP responsibility for providing such training.
Role
Governed by Decree No 2017-1373 of 20 September 2017 amending Decree No 2002-550 of 19 April 2002 laying down the special status of the corps of directors of the hospital public service, the post of director of care shall fulfil the tasks described in Article 4:
1- the Director of Care, General Care Coordinator, carries out, under the authority of the director of health institution, the functions of general coordination of nursing care, rehabilitation and medico-technical activities. He is a member of the management team.
2- Chairman of the Committee on Nursing, Rehabilitation and Medico Techniques, he is a member of law of the Executive Board. In this connection, it contributes to the development and implementation of the health institution strategy and policy, and contributes in particular to defining and evaluating the objectives of the clusters in the field of nursing, rehabilitation and medico-technical policy.
3- Under the authority of the director of health institution:
a- He organises, monitors and evaluates the implementation by health care frameworks of the institution’s care policy;
b- He co-ordinates the organisation and implementation of nursing, rehabilitation and medico-technical activities and provides support and supervision;
c- He develops with all the professionals concerned the nursing, rehabilitation and medico-technical project, in line with the medical project, and implements it through a policy of continuous improvement of the quality and safety of care;
d- He is involved, in liaison with the medical profession and the entire management, in the design, organisation and evolution of healthcare structures and activities;
e- He contributes, within its sphere of competence, to the definition of the institution’s management policy;
f – In keeping with the powers delegated to cluster leaders, he is involved in the recruitment and management of non-medical personnel who contribute to care activities. It proposes to the Director the assignment of these staff to the cluster level by ensuring a balanced distribution of resources between the clusters and taking into account skills and qualifications;
g- He participates in the drawing up of the continuing professional development plan within its remit and coordinates the realisation of qualified professional paths;
h- He proposes the definition of a policy for the reception and management of students in traineeships in collaboration with directors of training institutes and schools, and implements and evaluates this policy. He is a legal member of the technical and pedagogical advice of the training institutes for healthcare professionals in the institution;
i- Proposals to the director of the institution on nursing, rehabilitation and medico-technical research programs;
j- To provide the Director of health institution with an annual report on nursing, medico-technical and rehabilitation activities, which is part of the institution’s annual activity report presented to the various bodies.
By means of secondment, the director of care may perform the duties of technical advisor or pedagogical adviser:
- either at national level (Ministry of Labour, Health, Solidarity and Families),
- either at regional level (Regional Health Agency).
The career of care managers consists of 3 classes: normal class of 1 to 9 steps – excluding class 1 to 9 steps – exceptional class from 1 to 5 steps, one of which is a special step corresponding to the HEB gross index.
Professional objectives and skills
The ambition of the training scheme is to enable civil servant students to develop 10 skills needed to perform the job, regardless of the sector of activity envisaged at the end of the training.
The first of these competences is common to the different directors’ jobs. It’s about “acting in my professional ecosystem as a public managor of the health system.” This competence is called “transversal” to these professions.
The other 9 competencies more specific to the profession of director of care are:
C1-To develop strategic directions in the field of care, support, teaching and paramedical research.
C2- Bridging the transformations related to the strategy of the establishment and the steering of performance.
C3- Lead the care project (medical-caregiver).
C4- Developing a partnership dynamic at the service of users’ health pathways.
C5- To develop organisational arrangements for patient-centred care at establishment and/or territory level.
C6- Partner SIRMT professionals (nursing, rehabilitation and medico-technical professionals) in the development of organisations aimed at enhancing skills and quality of life at work.
C7- Ensure quality management and risk management in a transversal and innovation dynamic.
C8- Pilot a training structure in project mode as part of the prescribed, regional and national guidelines.
C9- Impulse the changes needed to change health professions in training and research related to Higher Education and National Education.
Entry requirements
